Decision No 31/2011 for the purpose has been issued to professionalise notary activities and ease the work load for local administrations, Ung Thi Xuan Huong, director of the city Department of Justice, said.
Currently transactions related to land use, house ownership, and the use of properties attached to lands are notarised by people's committees at the ward and commune levels.
There are 29 private and notary public offices around the city.
The new policy is also expected to reduce errors and complaints against local administrations since most employees currently doing notary work have not been trained in it.
Many of them did not know about laws governing civil contracts and cannot spot fake signatures or seals, Huong said, while most employees in notary offices were trained.
Notary agency officials said their work would increase since they would start getting documents from 24 districts, but they were fully prepared to handle it.
Nguyen Quang Thang, head of the Notary Public Office No 1, said: "We have a big staff of 45, 12 of whom are well-trained."
Thu Duc is a district where many real estate-related transactions are notarised at notary offices.
"People in Thu Duc District have for long been used to the local notary office," Nguyen Anh Tuan, head of the Notary Public Office No 3 situated in the district, said.
"Every day we get more than 100 files. This means that if wards and communes transfer real estate-related contracts and transactions to us, we will not have to work much harder." — VNS
